Article 153
Council of Justice

(1) In accordance with this Constitution, there shall be a judicial council to recommend or consult on the appointment, transfer, disciplinary action, dismissal and other matters related to the administration of justice, which shall consist of the following chairman and members:-
(a) Chief Justice – Chairman
(b) Federal Minister of Law and Justice – Member (c) One senior most Judge of the Supreme Court – Member
(d) One lawyer-member appointed by the President on the recommendation of the Prime Minister (e) A senior advocate with at least twenty years of experience appointed by the President on the recommendation of the Nepal Bar Association or an advocate – member
(2) The term of office of the member as per clauses (d) and (e) of sub-section (1) shall be four years and his remuneration and facilities shall be the same as that of a judge of the Supreme Court.
(3) The member referred to in clauses (d) and (e) of sub-section (1) shall be removed from office on the same basis and in the same manner as the judge of the Supreme Court.
(4) The Chairman and members of the Judicial Council may study the case related to a complaint related to a judge and submit a report to the Judicial Council.
(5) If a preliminary investigation is conducted regarding a complaint about a judge, if it appears that a detailed investigation by an expert is required, the Judicial Council may form an investigation committee.
(6) Apart from the judge who can be removed from office by impeachment according to this constitution, the judicial council can investigate and prosecute the case according to the law for corruption and abuse of authority by other judges.
(7) The Council of Justice shall prepare an updated record of persons qualified to be appointed to the position of Chief Justice and Judge of the Supreme Court, Chief Justice and Judge of the High Court in accordance with this Constitution.
(8) Other functions, duties and powers of the Judicial Council shall be in accordance with federal law.
